Oleg Maslov was born in 1965 in the city of Lgov, Kursk region.
In 1983, he graduated from the K. A. Savitsky Art College, Department of Painting. The city of Penza.

In 1986, together with fellow artists Alexei Kozin and Oleg Zaika, he created the neo-expressionism group "New Wild".

In 1993-2006, he was engaged in joint projects with Viktor Kuznetsov.
In 1993 Oleg Maslov was awarded the title of professor of the Painting Department of the New Academy of Arts.

Oleg Maslov's works are in the collections of the State Russian Museum, the State Tretyakov Gallery, the Stedelik Museum (Amsterdam), the Gasunie Concern (Holland), the Moscow Museum of Modern Art, in private collections in Russia and abroad.
